Natural health program involving the non-intoxicating use of raw cannabis low in THC, high in CBD for public health and safety
The city of Marinette is partnering with UW Madison’s UniverCity Alliance. See Marinette will partner with UW Program. UniverCity Alliance seeks to improve the “livability, and general well-being of communities through education, outreach, technical assistance, and research.” Marinette clearly needs assistance in developing a natural health program involving the non-intoxicating use of cannabis before the recreational cannabis dispensaries open in Menominee after the litigation over licenses is finally over. See, for example, Menominee scores victories in marijuana lawsuits. Such a program should do the following:
1. Petition Michigan’s Cannabis Regulatory Agency seeking the promulgation of rules that would permit small businesses, such as natural health stores, restaurants, cafes, coffee shops, farmer’s markets, roadside stands, etc., to sell raw cannabis blended into smoothies, in teas, in coffees and as a juice in the interests of public health. Such raw cannabis could be restricted to the low THC strains containing 5% or less THC like Georgia’s low THC medical cannabis program. See Marijuana as Medicine? By 2022, Georgia dispensaries of low-THC oil will offer some patients a boost in health – but not a high. Request in the petition that they only charge a nominal fee for licenses to sell raw cannabis since it’s not an intoxicant and permit 16-year-olds and up to purchase and use cannabis in raw form. Raw cannabis is more like a superfood like spinach and kale and should be cheap and easily available. It should be noted that recreational marijuana dispensaries are not interested in selling cannabis in raw form blended into smoothies, teas, etc., because it is considered a big hassle to sell it in this way as one dispensary owner explained.
2. Advocate that UW Marinette campus or NWTC Marinette campus set up a certificate program similar to the Northeast Wisconsin Technical College’s Herbs & Health class (https://www.nwtc.edu/academics-and-training/courses/herbshealth-10090130059287) dedicated to showing students how to grow, process and use cannabis as a non-intoxicant for health purposes. Such a class should use as educational materials the following:
